Two industrial projects undergo virtual TOP inspections

JTC Corporation and the Building and Construction Authority (BCA) have successfully carried out virtual temporary occupation permit (TOP) inspections pilot projects in April 2021 for JTC Logistics Hub @ Gul and September 2022 for JTC semiconSpace in Tampines Wafer Park. The two projects both successfully received their TOPs in May 2021 and October 2022 respectively.

The inspection process involved the BCA inspector and project teams using 3D data compiled through 360-degree photo captures and laser scanning technology. JTC notes that using this method can reduce up to 30% of the time and manpower needed for inspections.

In order to promote the adoption of virtual TOPs across the industry, JTC and BCA are currently developing guidelines for JTC projects which, when completed, will be made available to the public. Darren Lim, group director of audit and inspection at BCA, states that the guidelines are being constructed using the experiences of JTC and other stakeholders.

On top of TOP inspections, JTC also believes in the potential of 360-degree reality capture solutions for coordination, progress tracking, documentation and reporting at construction sites. Initial trials have yielded up to 50% man-hour savings and productivity gains.

JTC has recently launched a tender to extend the use of reality capture technologies for its managed projects. Tan Chee Kiat, group director of engineering at JTC, commented that the successful virtual TOP pilot has given way for JTC to further its digitalisation efforts.
