Ong Beng Seng’s HPL wins go-ahead to redevelop Orchard Road properties
HPL Properties Limited, whose managing director Ong Beng Seng is currently being probed for possible graft charges, recently received provisional permission to redevelop a set of its Orchard properties. The announcement led to a surge in the prices of HPL’s shares, closing at $3.90 on Aug 28, an increase of 10.8%.
The three properties due to be redeveloped are the Forum, voco Orchard Singapore, and HPL House. They have a collective land area of 14,027.12 sqm, or 150,986.66 sq ft. The Urban Redevelopment Authority granted this permission under the Strategic Development Incentive Scheme.
The proposed redevelopment involves two 64-storey and 43-storey tower buildings, set on top of a 6-storey podium with a rooftop garden, a performance theatre and basement carpark. Additionally, a standalone 29-storey tower will be built on the contiguous basement carpark.
These future developments are expected to create a thriving area, providing a connection between the property and neighbouring developments.

It will be a significant focal point in the north-west end of Orchard Road, bringing a new dynamic light to the area.
