Jtc Launches First Industrial Gls Site Adaptive Reuse Kallang Way
SINGAPORE (EDGEPROP) – On June 25, JTC launched the tender for a Government Land Sales (IGLS) site in Kallang Way. This site, the last of five Confirmed List sites under the 1H2024 IGLS programme, includes an existing three-storey terrace factory that must be retained and adapted for continued industrial use. This is the first time an IGLS site with adaptive reuse is being tendered, in line with a new framework to promote sustainable redevelopment while preserving industrial buildings with historical and cultural significance.
The existing 1980s terrace factory at Kallang Way is Singapore’s only remaining three-storey “terrace-showroom”-type factory cluster, with unique architectural features such as gable-end wall profiles and protruding solar fins that the successful bidder must preserve. The site, spanning 4.41ha and zoned for Business 2, is designated for food manufacturing and can yield about 1.23 million sq ft of gross floor area (GFA) for industrial and ancillary industrial uses, including 37,674 sq ft of retail space.
The Kallang Way site will have an extended lease of 32 years, allowing the successful tenderer to assess building conditions, develop plans for adaptive reuse, and obtain necessary approvals. According to JTC, the adaptive reuse requirement is part of a larger rejuvenation plan for the area, with both food manufacturing spaces and retail offerings to inject vibrancy.

Tang Hsiao Ling, JTC director of the urban planning and architecture division, hopes that more mature industrial lands and estates can be comprehensively rejuvenated in a sustainable manner over time. She adds that JTC aims to strategically leverage existing infrastructure to reduce embodied carbon and preserve Singapore’s industrial architectural legacy, starting with the Kolam Ayer industrial area.
The tender for the Kallang Way IGLS site closes on Sept 3 at 11am. In the same press release, JTC announced that a site at Tukang Innovation Drive is available for application. This indicates that the land parcel will only be released for sale if it receives an offer above an acceptable minimum bid price. The Tukang Innovation Drive site is the last of four Reserve List sites under the 1H2024 IGLS programme.
Zoned for Business 2, the site spans 0.70ha and can yield up to 187,141 sq ft of GFA with a tenure of 20 years. Applications for the site close on July 24 at 11am.
